A quick web search on the Google index and I believe I have perfectly answered my own question.

EPS is, I believe, "Expanded Polystyrene". I also was able to find several references to using it in this sort of application - often referred to as "Frost-Protected Shallow Foundations". In addition to being used in Scandinavia, FPSFs were used by Frank Lloyd Wright in the Chicago area in the 1930s.
